Burton W. Phelps is one of the finest and most knowledgeable instructors in both Incident Command System and Strategy-Tactics Training. Burt is a long-time instructor and course developer at the National Fire Academy.

Burt has been praised by many departments and training directors for having a direct impact on Incident Command implementation into their organizations. One highly touted successful ICS implementation occurred in Massachusetts on the Cape Cod peninsula. Nineteen fire departments converted to ICS after Burt taught three ICS courses for the Chief's Association.
